Former Peoria doctor given 5-year sentence for recording video of women in hospital restroom

A former neurosurgery resident in Peoria received a five-year prison sentence Wednesday after pleading guilty to two felony counts of unauthorized videotaping.

Henry Chang, 30, admitted to installing a video camera in an employee restroom at OSF Saint Francis Medical Center and recording more than 50 employees using the facility. The camera later fell from its hiding place and was discovered by a female employee.

The Peoria County State’s Attorney’s Office announced that Peoria County Chief Judge Katherine Gorman sentenced Chang to 2½ years for each count, to be served consecutively. She took into account his attendance at therapy and recovery meetings, but ruled him ineligible for impact incarceration.

The news release from the State’s Attorney’s Office said several of Chang’s victims attended the sentencing hearing, with a few addressing the court and more than a dozen submitting victims’ impact letters. Assistant State’s Attorney Dave Gast sought the maximum prison sentence of six years.
