Police say 90 people were killed in Chicago last month, more homicides than New York and Los Angeles combined. Hundreds more people were shot in one of the bloodiest months in recent history. The city is now on pace for its deadliest year in almost two decades with more than 460 murders already.

Loyola University criminologist Arthur Lurigio says the first thing the police need to do to reduce violent crime is start solving more murders.

"Our homicide clearance rate is abysmal. Its likely again to be under 30 percent, that means 7 out of 10 people who commit murder are not going to be arrested. There's no deterrence to picking up a gun and shooting again and again and again." -Arthur Lurigio, Loyola University

A police spokesman says most of the violence is being done by a small number of repeat offenders. He says the department is focusing on getting illegal guns off the streets, but lawmakers need to implement harsher punishment for people caught with weapons.
