Lawsuit seeks to block independent map proposal from November ballot

An effort to change who draws legislative boundaries in Illinois has hit a hurdle.  A lawsuit has been filed to prevent voters from ever seeing the question on the November ballot.   The ballot initiative seeks to change the state constitution - in theory to make the process of drawing legislative boundaries non-partisan.  But a lawsuit has been filed against it.

And that lawsuit is coming from the same attorney who fought a similar effort two years ago, attorney Mike Kasper.  His clients have included Illinois Democratic Party, the state Democratic Party’s chairman Michael Madigan, and Chicago Mayor Rahm Emanuel.

But those names aren’t attached to the lawsuit.  Still, the head of the organization trying to change the map-drawing process says the lawsuit is coming from political insiders.
