An in-depth talk about I-DOT monitor issue

Illinois government has long been seen as a place where people with political connections could get a taxpayer-funded job.  

Governor Pat Quinn has maintained that he cleaned it up. But attorney Michael Shakman says the Illinois Department of Transportation flouted hiring rules, so merit-tests could be bypassed, making way for applicants with clout. Wednesday, a federal judge granted Shakman's request , and declared that a court-appointed monitor oversee hiring at IDOT. IPR’s Amanda Vinicky asked Shakman why he believes the monitor is needed.
