What the Illinois budget means to some families through the eyes of one

The state political budget standoff grinds on. But any spending plan state leaders reach is bound to include some combination of cuts and tax and fee increases in order to get to a balanced bottom line. That leaves a lot at stake for some, like two-year old Caleb Schwartz and his parents in East Peoria. Caleb has Down Syndrome with significant cardiac complications. The Governor’s proposed a 16-percent funding cut for the Department of Human Services. That means the Home and Community Based Services Waiver that allows Caleb to live at home is at risk. Tanya Koonce talks more with Caleb’s dad about the potential effects of the funding cut:
