EPA reaches settlement with Alto Ingredients over violations at Pekin facilities

The EPA has reached a settlement with ethanol producer Alto Ingredients over two of its facilities in Pekin.

The federal Environmental Protection Agency announced a settlements Monday with ethanol producer Alto Ingredients over alleged violations of the Clean Air Act at two of the companies facilities in Pekin.

The EPA alleged the two facilities, Alto Pekin LLC and Alto ICP LLC, violated national emissions standards for hazardous air pollutants.

Other violations at the facilities included failure to comply with standards for their three fiber dryers, failure to maintain records after fixing the violations and failure to control emissions at fermentation tanks.

Under the agreement, Alton Ingredients will pay a penalty of $308,374 for violations at Alto Pekin LLC and $193,516 for violations at Alto ICP LLC.

Alto ICP LLC stropped making fuel-grade ethanol in July 2020. The facility now only produces beverage-grade ethanol. Because of this change, the EPA said the plant is no longer subject to standards for miscellaneous organic chemical manufacturing.

Alto Pekin LLC also will make necessary modifications to comply with EPA standards at that facility. The company will submit a new notice of compliance to the Illinois EPA after the changes are made.
