A Peoria restaurant hoping to relocate to the Twin Towers Mall won’t have the ability to offer alcohol after a prolonged application process ended unsuccessfully Tuesday.

Amid concerns raised by some residents and the police department over security, hours of operation and other issues, a split Peoria City Council voted to defer a decision on the liquor license application for Highly Flavored.
