Supreme Court Set to Consider Independent Map Proposal

Illinois Supreme Court justices have the final briefs in hand to decide the constitutionality of a plan to change how legislative districts are drawn.

Independent Maps spokesman Jim Bray says advocates are hopeful the Supreme Court will overturn a lower court ruling that blocks the question from the November ballot.

"Obviously the system in Illinois — the legislative system — is broken. Springfield’s a mess. ... And the people want to change that. They don’t want legislators who aren’t responding to them."

Under the current system, the majority party draws legislative districts. The Independent Maps group wants a commission to do it.

But a trial judge said the group's proposal doesn’t meet the narrow rules for ballot initiatives, because it changes the constitutional duties of the Auditor General and Supreme Court justices.
 House Speaker Michael Madigan has maintained a supermajority in the House under the current system. One of his top allies filed the lawsuit.
