State funds added to House plan to distribute federal money

A plan before the Illinois House to distribute more than $5 billion in federal funds, despite a budget impasse, has been changed by the Democrats to add state money. 
 
Speaker Michael Madigan's update includes authorization to spend $585 million in state tax dollars. A hearing is planned Tuesday. 
Legislative Democrats and Republican Gov. Bruce Rauner have feuded all summer over crafting a state budget that was supposed to take effect July 1. 

The Senate approved the initiative last week to get $4.8 billion in federal money for programs to help needy residents. 
 
Madigan's changes to the legislation add $1.56 billion. But a third of that is in state spending. 
 
Rauner supported the Senate plan. It was unclear Tuesday if he'll support the changes.
