(AP) - The state budget stalemate is affecting services and projects in central Illinois. McLean County's mental health agency plans to limit the number of new clients and not replace an open position on its mobile crisis response. Center for Human Services executive director Tom Barr says the agency isn't cutting existing positions or clients from medical case loads. But if the proposed budget cuts remain, he'll have to reduce staff. Three planned extensions of Constitution Trail in Normal have been suspended because they rely on state funding.
Legislators and Gov. Bruce Rauner couldn't agree a spending plan for the fiscal year that began July 1. Legislative Democrats backed a budget they acknowledged was billions short on revenue. Rauner vetoed most budget legislation.
