SPRINGFIELD, Ill. (AP) - Jacqueline Suriano has turned to crowdfunding to finance her college education. The 26-year-old Illinois Institute of Technology psychology major has an online fundraising page to cover a spring-semester shortfall. With no state budget, the government can't pay the $2,300 Monetary Award Program grant it promised Suriano. Colleges across Illinois fronted millions of dollars in MAP funding for the fall. Large universities will continue funding the income-based grants for the spring, but others including IIT in Chicago can't afford to do so. Suriano says the state's shortfalls will drive talented students from Illinois. Pat McGuire, the Democratic chair of the state Senate's higher education committee, says he's pursuing alternatives such as partial funding. A spokeswoman for Republican Gov. Bruce Rauner says Democrats should agree with him on a yearlong budget plan.
