Fact Check: Rauner arguments for reform don't all add up

Gov. Bruce Rauner has been previewing his legislative priorities in advance of his first State of the State address.
The Associated Press reviewed some facts the Winnetka Republican is using to make his case for change in Springfield. Some were spot on, while others lacked context or were not accompanied by other important information.   
Rauner says Medicaid spending has risen in the past three years, while Illinois population growth has been relatively flat. But the federal government paid most of that spending increase.
Rauner spokesman Lance Trover says spending isn't sustainable, regardless of the amount of federal dollars.
Rauner accurately says Illinois' workers' compensation insurance rates are the 7th highest of any state. Employers tell AP that's preventing them from creating jobs. 
Rauner's speech is set for Wednesday in Springfield.
