Interim no more: Darcy promoted to Tazewell County Administrator

The Tazewell County Board on Wednesday promoted Mindy Darcy from interim county administrator to county administrator.

Darcy’s three-year contract, which is effective until Oct. 29, 2028, was approved unanimously by the board. Her annual salary for the first year is $170,000.

Darcy was named the interim county administrator in August following the resignation of county administrator Mike Deluhery.

She previously was a county board member from 2018-22, then the assistant county administrator/finance director from 2022 until her appointment as interim county administrator.

County board chairman Brett Grimm said he’s glad Darcy is filling the important position, calling her “smart and capable.”

Deluhery was hired as county administrator in 2022, replacing Wendy Ferrill. His annual salary was around $160,700 at the time of his departure.

Deluhery announced in September that he’s taken a job as the chief operating officer of the Illinois Municipal League Risk Management Association in Springfield.

Darcy’s latest annual salary as the assistant county administrator/finance director was around $121,600.

County responds to Justice Center outbreak

In other action, the board unanimously approved:

• an emergency declaration for the county to purchase and rent products and services to cleanse the Justice Center from Legionnaire’s Disease detected in its water supply;

• the disposal of a 2023 Ford Explorer vehicle in the sheriff’s department that was totaled in a Sept. 25 accident. The county will receive a nearly $9,600 insurance payment;

• the low bid of nearly $710,000 from Stark Excavating of Bloomington to replace the bridge on Towerline Road that’s above the tributary to Dry Creek;

• a quarterly payment of $18,750 to the Greater Peoria Economic Development Council;

• spending nearly $80,000 in motor fuel tax funds to cover half the cost of the county engineer’s salary for 2026;

• a 2% cost-of-living pay increase in 2026 for non-union, full-time employees;

• and, five reappointments to various commissions, districts and boards.
