Tobacco As Drug Delivery Device

Robert talks with NPR's Mara Liasson about President Clinton's decision to accept the Food and Drug Administration's recommendation that cigarettes be regulated as nicotine delivery devices. They'll discuss the political significance of making the announcement at a time when the White House is being attacked for being too soft on illegal drugs, and when Republican nominee Bob Dole is under attack for being too soft on tobacco issues.
