Test Ban Impasse

From Geneva, Switzerland, NPR's Mike Shuster reports that negotiations for a Comprehensive Nuclear Test Ban Treaty have broken up. A treaty was created out of those talks...but so far, there is no international consensus on its terms. Nevertheless, many nations, including the United States, hope it will only be a matter of weeks before there is an international agreement on those terms.
