Peoria Police officers responded to the 1800 block of South Westmoreland Avenue and found the victim with apparent gunshot wounds inside a vehicle that had crashed into a utility pole.

Tranq is short for tranquilizer and a trade name for the drug xylazine. Harwood says xylazine is generally used by veterinarians as a sedative, but is being mixed into fentanyl to increase demand.
